Building and Development Department

IMPORTANT NOTIFICATION - As of Monday, March 23, 2020, and until further notice, the lobbies of City offices will not be open to public traffic as part of our Coronavirus/COVID-19 Emergency Response Plan.  If you require permits or need to submit plans, we ask that you utilize the MyGov portal (  Contractors who are already registered with the City should sign in as a "collaborator".  Those who are not registered, or have questions about how to use the portal, should call (361) 790-1125 during regular business hours Monday-Friday 7AM - 11:45 AM and 1:15 PM - 3:45 PM.  Thank you for your cooperation and patience.

The Department of Building and Development is comprised of several divisions that include Minor Planning, Zoning Administration, Building Permitting & Inspection, and Code Enforcement.

All requests for plats, rezoning, conditional use permits, variances, building permits, certificates of occupancy, and other related functions are handled through this department, with related fees being collected by the Utility Billing Department.

The Building Department reviews and approves all building plans in accordance with building codes and the subdivision and zoning ordinances, and inspects residential, commercial and industrial building activity.  Click here for Plan Submittal Procedures.

The Code Enforcement Department ensures that ongoing community development activities are consistent with zoning and other city codes related to civic growth and quality of life.
