Council Member Joe David ("J. D.") Villa has a long history with the City of Rockport, having been born and raised here and graduating from Rockport-Fulton High School in 1997. After graduation, he enlisted in the U.S. Navy, where he served his country for 14 years. That career included acting as Master-at-Arms aboard the USS Enterprise, as Leading Petty Officer in the security training department of Naval Amphibious Little Creek, as Leading Petty Officer in the ship's brig of the USS Harry S Truman, all in Virginia, and as Leading Petty Officer for the Honor Guard at Tinker Air Force Base in Oklahoma City. After 14 years of active duty service, J.D. transitioned into the naval reserves to finish his naval career, retiring from the U.S. Navy in 2017.
Council Member Villa has a Bachelor's degree in criminal justice and has attended and is qualified to teach first-line leadership courses.
J.D. is currently liaison to the Parks & Leisure Services Advisory Board and the Coastal Bend Bays & Estuaries Program. He is also alternate with the Mayor to the Stormwater Management Program. J.D. is a member of the Rockport Masonic Lodge No. 323, Midwest City Masonic Lodge No. 532, and the Virginia Beach Fraternal Order of Police Lodge No. 42. He is also a member of the South Rockport Neighbors, VFW Post 3904, Rockport-Fulton Ducks Unlimited Chapter, and is a graduate of Leadership Aransas County Class XVII. He serves on the State Bar Grievance Committee, Aransas County Council on Aging Board, and the Education Foundation Board.
