The City of Rockport has issued a Solicitor Permit to Jerry Wayne Whipsey. Mr. Whipsey is permitted to solicit door-to-door for tree trimming and masonry work from 9:00 a.m. to 5:00 p.m. Monday through Saturday only. He has been issued a license by the City with his photograph which must be attached or hung from his clothing so that the license is clearly visible to the public and law enforcement. The license issued by the City of Rockport means Mr. Whipsey has completed a background investigation and the City has records on him. Mr. Whipsey’s license expires on February 11, 2011. The City license IS NOT a certification or endorsement of the services offered by Mr. Whipsey.
