AGENDA

 

CITY COUNCIL REGULAR MEETING

6:30 p.m., Tuesday, August 22, 2006

Rockport City Hall, 622 East Market Street

 

NOTICE is hereby given that the Rockport City Council will hold a Regular Meeting on Tuesday, August 22, 2006 at 6:30 p.m. at the Rockport City Hall, 622 E. Market, Rockport, Texas.  The following subjects will be discussed to wit:

 

I.                    CALL TO ORDER

 

II.                 PLEDGE OF ALLEGIANCE

 

III.               CITIZENS TO BE HEARD - At this time, comments will be taken from the audience on any subject matter that is not on the agenda.  To address the Council, please sign the Speaker’s Card located on the table outside the Council Chamber and deliver to the City Secretary before the meeting begins.  In accordance with the Open Meetings Act, Council may not discuss or take action on any item which has not been posted on the agenda.”

 

IV.              CONSENT AGENDA - All consent agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda”.

 

A.     Deliberate and take action to approve Monday, August 7, 2006 City Council Budget Workshop Meeting Minutes.

 

B.     Deliberate and take action to approve Tuesday, August 8, 2006 City Council Regular Meeting Minutes.

 

C.     Deliberate and take action to approve request from Rockport-Fulton Area Chamber of Commerce Hummer/Bird Celebration Committee to place off-premise directional sign at Blue Marline Car Wash, 1716 N. Hwy 35, beginning on Friday, September 1 through Sunday, September 17, 2006.

 

D.     Deliberate and take action to approve amendment to July 25, 2006 request from P.O.D.E.R. (Person Organized for the Development of Educational Resources) for 19th Annual Fiesta en la Playa scheduled for September 2 & 3, 2006:

·        Closing of Laurel Street between Business Hwy 35 and Seabreeze Drive beginning Friday, September 1 through Sunday, September 3, 2006.

 

 

V.                 ITEMS FOR CONSIDERATION

 

A.     Rockport-Fulton Area Chamber of Commerce Tackle Box Report.

 

B.     Deliberate and take action to approve 3rd Quarter HOT Report from the Friends of the Fulton MansionFulton Mansion State Historical Park and authorize disbursement of 4th Quarter Funds in the amount of $3,750.00.

 

C.     Deliberate and take action to approve on second reading of Ordinance No. 1349, an Ordinance Amending the Rockport Code of Ordinances, Chapter 106 “Vegetation”, Article I. “In General”, By Providing for Title, Purpose and Scope, Applicability, Definitions, Tree and Landscape Committee, Buffering and Screening, Greenscape Preservation Account, Appeal and Graphic Sections; Deleting Article II. “Trees Entirely and substituting a new Article II. Entitled “Tree Regulations”; Adding Article III. Entitled “Landscape Regulations”; Updating References to Prior Laws/Statutes Now Codified In Vernons Texas Codes Annotated; Repealing all Ordinances in Conflict Therewith; Providing for Severability; and Providing an Effective Date.

 

D.     Presentation, general discussion and action to propose the 2006 Property Tax Rate by record vote and announce schedule of required Public Hearings.

 

 

VI.              REPORTS FROM COUNCIL & STAFF

 

“At this time, the City Council will report/update on all committee assignments which may include, but is not limited to the following:  Community Park Committee, Park & Leisure Advisory Board, Chamber of Commerce, Coastal Bend Council of Governments, Coastal Bend Bays & Estuaries, Texas Maritime Museum, Fulton Mansion, Rockport Center for the Arts, Coastal Celebration of Lights, and Texas Municipal League.  Staff reports include the following:  Building & Development – Bi-Weekly Code Enforcement, Proposed Development Report;  Accounting & Finance – Financial & Investment Information, Monthly Financial Reports; Police Department – Grant Update, Quarterly Police Reports; Public Works- Building Maintenance, Construction Updates; Park & Leisure Services  - grant(s) update, miscellaneous park projects, Beach Drainage; Administration –Workshop Schedule, Interlocal Agreements, Public Information, Hotel Occupancy Report.  No formal action can be taken on these items at this time.”

 

 

VII.            CLOSED SESSION

 

The City Council will now hold a closed executive meeting pursuant to the provision of Chapter 551 Texas Government Code, in accordance with the authority contained in the following:

v     Section 551.071(2) – to consult on a matter in which it is the duty of the city attorney under the Texas Disciplinary Rules of Professional Conduct.

 

 

VIII.         OPEN SESSION

 

The City Council will convene into open session pursuant to the provision of Chapter 551 Texas Government Code, and take any action necessary regarding the following:

v     Section 551.071(2) – to consult on a matter in which it is the duty of the city attorney under the Texas Disciplinary Rules of Professional Conduct.

 

IX.              ADJOURNMENT
